Cheats and Unlockables for Pokemon Emerald
All Legendary Pokemon
(Note: All Pokemon may be obtained through a

mew/Deoxys/Ho-oh/Lugia Obtained through promotionals
Kyogre/Groundon Beat the Elite four then talk to the guy in the weather institute. He say there is a drought or rainfall on a certain route. Go to that route then catch the Pokemon at level 70. I recommend stalling them then using Timer/Ultra ball, it may take a few tries. Go back to the weather institute he'll tell you where the other one is.
Latios/Latias After you beat the Elite four your mom will tell you there was a Pokemon on TV and ask you if it was Blue or Red. Blue is Latios, Red is Latias. Search in the Wild it will randomly appear at level 40 (it can be in water). If you register it your pokedex you can look for it's area (if you fly it will randomize again). I recommend flying to MAUVILLE as there are four routes next to it. If you still have the master ball use it, if you don't you can use a Wobbuffet's shadow tag to prevent it from fleeing.You may catch the other Lati@s if receive a ticket through a promotional.
Rayquaza After you solve the SOOTOPOLIS weather crisis go back to Sky tower (may be gotten before the Elite four). Use a mach bike to cross to cracks until you get to the top. I recommend saving your master ball for Lati@s and using ultra/timer balls. Wait till it uses up it's rests. At Level 70 it will be difficult.
Regice/Regirock/Registeel Things you'll need
1. A Pokemon with surf
2.A Pokemon with dive
3.A Pokemon with rock smash
4.A Pokemon with flash (yes flash is required)
5.A Pokemon with dig (gotten at route 114 in fossil maniac's house)
5. A Wailord (fish for a wailmer and evolve at level 40 (super rod gotten at mossdeep))
6. A Relicanth (gotten at seaflore around Mossdeep)
Go to Route 134 Somewhere there will be a spot where you can dive, dive there. go down until you get a brail marking, read it, then resurface. You will be in a cave. Go to the end where there is a wall read it then use dig. A path should open up, go in. At the end there will be another brail wall. Put Wailord in your first slot and put Relicanth in your sixth. Read the brail, you should then here an earthquake.
Go to the southern desert at route 111. Go inside the cave, read the wall then go two steps down, and two steps left. Use rock smash. Go in and Battle Regirock at Level 40.
Now go to route 105, go left/up until you get to the cave. Go in the cave and read the brail. Now do a clockwise lap of the cave, touching the walls at all times. Go inside and battle Regice.
Now go to route 120. When you get to the bottom go left, then up. Enter the cave and read the brail. Use flash in the middle of the room. Enter and fight Registeel.
Mewtwo/Suicune/Entei/Raikou/Moltres/Articuno/Zapdos Trade from fire red/leaf green.
Jirachi Obtain in colosseum bonus disk.
Celebi Can be downloaded in the Pokemon Journey Across America .
Lugia (alternate) Trade from Pokemon XD.
